I'd be reluctant to recommend anything other than cutting the effected steel out & welding in a new section - I know its not the answer you wanted - its a non structural area and at a push you could bond a plate to the inner face but you need to remove all that rust first - only way I can see you doing that is that is if you have access to a good shot blasting cabinet - even then by the time you have done this and formed a plate for inner face you could have the section chopped out and new sections formed / welded in - you could form the tight radius with a series of small angled folds in piece of sheet steel then dress to the radius profile - skimmed with filler afterwards and you should be fine - I could be wrong but I cant help feeling you are going make hard work of it attempting it any other way

Going over the RHS donor panel for the XK8 I noticed a small bubble - which of course wasn't that small, but appears to be the only issue on the panel. I kept sanding and chipping from the inside and stripped out the seam sealer until I think I am back to solid.
I am loath to start chopping and replacing as it is a very complex shape, and unfortunately the car panel is rusted in exactly the same place - but 20 x worse. What would be your recommendation for repair and prep for paint?
Outside after abrading back and rust removal from the inside.
